Isaiah 43:16-21

The people are reminded of God’s former act of great deliverance, not so they can dwell on the past, but so that they can be assured of God’s power and promise.  God promises a new thing.  It’s coming now, but maybe you can’t see it.  It’s surprising and delightful, like a river in the desert.  It will strengthen God’s people so they can declare God’s praise.  Because God has been with us in the past, we are called to trust that God will do a new thing among us, something surprising and delightful, so we can declare God’s praise.
